Steve
joined Flanagan
Consulting LLC after retiring from the
United States Army as a Lieutenant Colonel with
20 years of active military service. Steve held a variety of jobs throughout his military
career, culminating in 4 ½ years in the
Pentagon Army Operations Center as a General
Staff Officer. During his service in the Army
Operations Center, Steve served in the following
capacities:
Commandant of the Army Operations Center
("AOC"). The Army Operations Center is the Army's
highest-level command and control facility,
responsible for supporting all aspects of theater
combat operations. The AOC enables the Secretary
of the Army and Chief of Staff of the Army to fulfill
their "Title X" responsibilities as
required by statute. Steve also was liaison
to all governmental and non-governmental agencies
supporting the AOC.
In addition to supporting Title X functions,
Steve was selected to serve as the Army POC
for development of the Unified Command Concept
and the Army Operations Center Redesign and
relocation. As AOC Commandant, he was instrumental
in enabling AOC readiness for crisis management
and response -- a role that it played in responding to the Space Shuttle Columbia
tragedy, Washington area sniper attacks, and
Operations Iraqi Freedom, Noble Eagle, and Enduring
Freedom. As Commandant, Steve also served as
Operational and Infrastructure Security Manager
and Force Protection Advisor for the AOC.
Senior Watch Officer. The Army Watch
is responsible for providing senior Army leadership
with global information on the status of all
Army forces. Steve was charged with regularly monitoring,
screening, and reporting in writing through
the line of command to senior Army leadership,
the Joint Chiefs of Staff, and the Secretary of Defense
on local, national, and international events
with the potential to affect U.S. national security
and homeland defense.
Program Manager for the Strategic Readiness
System. As a readiness expert and Chief of Strategic
Readiness, Steve served as Program Manager for
the development and deployment of the Army's
Strategic Readiness System. He was responsible
for developing the automation architecture to
support the horizontal and vertical integration
of readiness data across the Army. In this capacity,
Steve researched and analyzed application software
for possible use throughout the Army worldwide.
This provided him with extensive experience
in information technology planning and the development
of unique automation architectures. As Program
Manager, Steve also developed and supervised
the implementation of a comprehensive strategic
communications plan to apply the "Balanced
Scorecard Methodology" throughout the Army,
while concurrently working with Office of the
Secretary of Defense to deploy its new readiness
reporting system.
Army Transformation Officer. Steve also
served as an Army Project Officer responsible
for key components of the Army's Transformation
Campaign Plan. While working in this arena,
he also dealt extensively with and directly
supported the Quadrennial Defense Review.
